The Incumbent and the Competitor:
Even with the major Bell companies offering local service, there were still areas of the country not provided with dial tone. Rural co-operatives and small local carriers complimented the services offered by the Bells in more urban settings. With the Telecommunications Act of 1996, more companies appeared (and in many cases disappeared) in an attempt to compete with and get a piece of the market.
