State control of numbering resources created some very serious number shortages in the mid-to-late 1990s, when questions over relief methodology implementation caused such delays that some areas of the country actually had waiting lists for phone service due in part to scarce numbering resources.

With the economic issues caused by the recent recession and a rapid slackening in demand for telecom services, coupled with aggressive numbering conservation on the part of state regulators, numbering issues of the past have been temporarily relieved.
